Information for tenants
Paying the rent Upon signing the lease, you will get a bank giro form, with your personal reference number, for paying the rent. Please use the reference number every time you pay the rent. The due date for the rent and other payments is the third day of the month. For collection of delayed rent, you will be charged a minimum fee of 5 euro per collection letter*. Should you notice an error in the bank giro form, please inform our office immediately. In other matters concerning the payment of rent as well, you can always contact our customer service.
The sauna The tenants are entitled to free saunas during the common sauna hours listed on the sauna doors. The common sauna hours are usually held on Wednesdays. You can also book a private sauna hour, for a fee, at our office. The booked sauna hours always start at the beginning of the month following the booking. For technical reasons, a private sauna hour must be booked a week before the end of the month. The private sauna hours are payable monthly, with the rent. Every sauna user is responsible for clean and appropriate use of the facility.
Parking All our locations have parking spaces equipped with car-heating plug sockets. These can be rented at our office. The tenants are allowed to park only in the space they are renting. Driving and parking on the courtyard passages is forbidden because they function as rescue access roads. The rent for the parking space is to be paid monthly with the rent for the flat. The shortest rental period is one calendar month. Please note that the courtyard areas are under municipal parking control, so that you are liable to get a parking ticket if you park your vehicle illegally. Always keep the electric plug socket’s cover plate locked and never leave the heating cable hanging loose when it is not in use. HEATING
Ellinet Most Elli flats have a fixed internet connection, the ElliNet. There are three different connection solutions in use: Ethernet, WLAN, and ADSL. To use the internet, you need to obtain a suitable adapter. The connection solutions used in the various locations are listed on the web pages http://ellinet.joensuunelli.fi. The user fee for the internet service is 20 euro per month*. Contracts for internet connection are made at our office and have one calendar month’s notice. Other fees If you have a room furnished by Elli, containing a desk, chair, mattress and bed, you will be charged a furniture fee.
Laundry Every housing unit has a laundry, which the tenants can use free of charge between 7 am and 9 pm daily. To reserve a laundry time, use the list in the laundry. If you notice a defect in the laundry equipment, please report it to maintenance or our office.
Storage In all locations, there are storage closets for each flat. The storage closet has the same number as the flat, and its lock opens with the same key. The tenants of a shared flat share a storage closet. Always remember to lock the storage closet doors. Joensuun Elli is not responsible for goods stored in the storage closets.
Store your outdoor recreation equipment and your bicycle in the designated places, which include indoor and outdoor storage rooms, bicycle storages, open shelters and bicycle stands. By using the right storage places you help out with the cleaning. Store your baby carriage in the designated place or in your flat. For everyone’s personal safety in case of fire, baby carriages, outdoor recreation equipment and bicycles must not be stored in emergency exits or corridors of attics, basements or storage rooms.
Occupancy regulations Living in the same location, and particularly in the same flat, with other tenants is an endeavour that calls for shared rules and tolerance. In Elli housing we follow the general law on public order and Elli’s rules and regulations, which we give you when you sign the lease. Please familiarize yourself with them carefully. The game rules for living in a shared flat are best formulated jointly. Everyone living in a shared flat is equally responsible for it. If one tenant neglects her/his duties, that does not give you the right to do the same. The cleaning of the common premises (the kitchen, the hall, and the toilet/bathroom) is a joint responsibility. It is also essential for everyone to respect the personal property of others. Pets and smoking are not allowed in shared flats. If you feel that your peace is being disturbed, you can submit a disturbance notice to Joensuun Elli. Put it in writing and sign it. If you so request, your identity will not be made known to the person causing the disturbance. We will deal with your disturbance notice and ask the person(s) causing the disturbance to respond to it. If you are the alleged offender requested to respond, it is worth your while to do so, so that both parties are heard. If the situation continues, we will proceed according to the law on the leasing of housing. In an acute situation, it is best to call the police to calm the situation down and then write a notice to Elli office.
RULES AND REGULATIONS
1. Everyone must act so that common areas, corridor`s and flats stay tidy and undamaged.
2. Neighbours must be respected by not disturbing them in any way. Especially at night times, 22.00 - 07.00, making any kind of noise is forbidden. Tenant is also responsible for his/her visitors’ behaviour.
3. Tenant may not renovate or paint flat.
4. Owners of pets must take care that their pets don't disturb neighbours or foul property and yard. Pets are not allowed in shared flats.
5. For fire safety’s sake bicycles, prams, sports gear, etc. may only be stored in storerooms or storehouses. It is not allowed to keep inflammable products in storages. There must be a fire alarm in every apartment. Tenant is responsible for providing and maintaining the fire alarm.
6. Indoor-smoking is prohibited in common areas and in apartments.
7. Garbage must be taken out to trash bins. Paper, biowaste and cardboard must be separated from other garbage and put into the bins meant for them. Other than household waste must be taken care of by tenant.
8. Laundry is at tenants’ disposal daily at 07.00 - 21.00. Turn for doing laundry needs to be received on the board in the laundry.
9. Beating carpets in the balcony is forbidden.
10. It is forbidden to use grill or make open fire in the balcony.
11. Parking is allowed only on a parking space, which the tenant has rented at student housing office. Parking or driving is not allowed on the yard. Electric cord for heating must never be left lying on the ground and the socket pole must always be locked.
12. Faults of the flat or elsewhere in the building must be reported immediately at the office.
Home insurance Elli’s real estate insurance does not cover damages caused to the tenants’ personal property kept in the flats or in the storage facilities, whether locked or not. Elli encourages all tenants to take a voluntary home insurance to cover any damage they might cause to Elli’s property or their own.
Notice of defects Please report any defects you find in the flat or elsewhere in the building to our office or to maintenance. You can also send the notice of defects by email to huolto@joensuunelli.fi. If you have locked yourself out of your flat and need to get in, call the maintenance-man on duty. He will open the door only for the person whose name is in the list of occupants and who can prove his/her identity. The charge for opening the door between 8 am and 4 pm Monday to Friday is 15 euro and for other times and official holidays, 35 euro.*
