Smoke Detector
Joensuun Elli will install smoke detectors in all apartments during the summer of 2025, after which their maintenance will be the responsibility of Elli.
Siltakatu 26 also has carbon monoxide detectors in apartments with their own fireplaces.
Länsikatu 18, some apartments on Opiskelijankatu 7, and Penttilänkulma 2 have automatic fire alarm systems, which are managed by Joensuun Elli. Penttilänkulma also has a sprinkler system. In the event of a fire alarm, the alert goes directly to the emergency center.
Maintenance Instructions for Residents
- Test the detector’s functionality once a month or after a long absence.
- Clean the detector once a month with a vacuum cleaner brush attachment. Do not remove the detector.
- A detailed manufacturer’s user and maintenance guide, including instructions for testing, cleaning, and the detector’s various functions and sounds, was distributed to the apartment during installation. This notice and the manufacturer’s instructions are left on the kitchen table during installations.
Resident’s Responsibilities
- Report any detected faults to the property owner immediately. The primary contact for reporting is maintenance. Faults may include:
- The detector does not work when tested.
- The detector gives false alarms.
- The detector has detached from its mounting place.
- Regularly test the smoke detector.
- Clean the smoke detector according to the instructions.
- Do not remove the smoke detector. The detector is sealed with a sticker. If the resident breaks or loses the detector, the installation of a new detector will be charged to the resident according to the resident billing price list.
- The resident must not perform any actions on the detector other than the aforementioned maintenance tasks.
- Do not cover or paint the detector.
Property Owner’s (Joensuun Elli) Responsibilities
- Ensure that there are a legally required number of smoke detectors in residential apartments.
- Maintain smoke detectors, replace or repair faulty smoke detectors.
- Not responsible for the resident’s own detectors. Detectors installed by Joensuun Elli are equipped with identifiable stickers.
Installation and Old Detectors
- Detectors are placed according to the recommendations of the smoke detector guide published by SPEK in 2024.
- The property owner is responsible for installing one detector per floor and one detector for every starting 60 m². However, the rescue authority recommends installing a detector in every bedroom. Installing additional detectors is recommended but is the resident’s responsibility.
Common Area Detectors
- In addition to the apartment detectors, several detectors are installed in common areas to improve fire safety. Detectors are placed in stairwells, separate corridors of common areas, and active club rooms.
